  • The “We Must Do Better” Public Safety & Gun Violence Prevention Initiative

    🧩 OVERVIEW

Gun violence is not just a crime issue — it’s a public health crisis, a community trauma, and a policy failure. Ward 8 needs a balanced, community-rooted, and results-driven strategy that prioritizes prevention, healing, and protection.

🔟 10-Point Action Plan for Ward 8 Public Safety

    1. Community-Based Intervention Hubs (CBIH)

Establish funded “safe hubs” across Ward 8 that offer conflict mediation, trauma support, youth mentorship, and rapid-response violence interruption staffed by trained outreach workers.

    2. Youth Safety & Empowerment Corps

Create paid year-round opportunities for Ward 8 youth (ages 14–24) in civic engagement, arts, urban renewal, and peacebuilding efforts. A direct alternative to violence and street life.

    3. Neighborhood Peace Circles

Launch restorative justice circles in schools, recreation centers, and housing complexes to proactively resolve conflict and build trust among youth, neighbors, and law enforcement.

    4. Gun Buyback & Anonymous Turn-In Events

Monthly gun amnesty events in partnership with trusted community orgs — offering cash, housing credits, or job fair access in exchange for illegal firearms.

    5. Mental Health First Responders Unit

Establish a Ward 8-specific mobile team of mental health crisis responders to de-escalate conflict and respond to non-violent emergencies — freeing up MPD and preventing tragedy.

    6. Ward 8 NightWatch Program

Create a resident-led “NightWatch” community patrol program — trained in de-escalation, supported by MPD, and equipped with flashlights, first aid, and mobile alert systems.

    7. Mandatory Conflict & Gun Prevention Curriculum

Integrate culturally relevant violence prevention, emotional regulation, and peer mediation programs in ALL Ward 8 schools starting in elementary grades.

    8. Return-to-Community Reentry Program

Support returning citizens with immediate job placement, therapy, ID, housing referrals, and mentorship to prevent recidivism and reinvest in safer neighborhoods.

    9. Streetlight & Surveillance Boost in Hot Zones

Audit and upgrade street lighting, cameras, and response systems in identified gun violence hotspots — in collaboration with residents, not in isolation.

    10. Community Trauma Recovery Fund

Establish a District-funded healing fund for victims of gun violence and their families—covering therapy, relocation, funeral assistance, and long-term care.

  • Oliver for DC: A Campaign Rooted in Service, Fueled by Experience

Meet Oliver L. Roy — The Advocate Ward 8 Has Been Waiting For

Oliver Linner Roy is a community leader, disability rights advocate, and write-in candidate for the Ward 8 seat on the D.C. Council. With over two decades of service to Washington, D.C.’s most vulnerable communities, Oliver is not running to become a politician—he’s running to be a champion for the people who have been too often overlooked, underserved, and unheard.

Raised in the foster care system and shaped by personal experiences of hardship, Oliver’s journey from survivor to servant leader is not just inspiring—it’s a blueprint for change. His leadership is rooted in lived experience, not political ambition, and his platform reflects the urgent needs of the community he’s spent his life fighting for.

As the Founder and CEO of The Linner Foundation and Family First Resource Center, Oliver has launched programs that deliver critical support to families, returning citizens, youth, and individuals with intellectual and developmental disabilities. He’s trained hundreds of parents, advocated for disability inclusion in city policy, and worked side-by-side with residents facing housing insecurity, food scarcity, and systemic barriers.

Oliver currently serves on several influential boards and councils, including the DC Developmental Disabilities CouncilDC Homeland Security Disability Advisory Board (Chairman), and the OSSE Family Advisory Council, where he provides direct input on education equity and emergency preparedness for individuals with disabilities.

His campaign platform—“We Must Do Better”—is a bold call to action grounded in community priorities:

    • Safe and supported streets through community-led solutions
    • Affordable housing with anti-displacement protections
    • Expanded support for seniors, returning citizens, and caregivers
    • Equity in education, especially for students with disabilities and learning differences
    • Jobs, training, and economic opportunity for Ward 8 families

Oliver’s campaign is not powered by special interests—it’s powered by the people. He believes that those closest to the pain must be closest to the power, and that Ward 8 needs a voice that’s not only loud in the Council chamber, but present in our neighborhoods.

This July 15th, write in OLIVER L. ROY for Ward 8 Councilmember. Let’s elect a leader who shows up, speaks truth, and builds with heart.

Because Ward 8 deserves better. And together, we must do better

  • Why Ward 8 Needs Oliver Linner Roy More Than Ever

In a time of uncertainty, rising violence, underfunded schools, and overlooked communities, Ward 8 stands at a crossroads—and there is one name that represents hope, resilience, and real leadership: Oliver Linner Roy.

Oliver is not just running for office. He’s lived every challenge Ward 8 has faced. A product of our public schools, a former foster child, a father, a mentor, and a fierce advocate, Oliver embodies the lived experience that so many elected officials lack. He’s walked the same streets, survived the same systems, and fought for the same justice that many residents still seek.

For decades, Oliver has been a relentless voice for the voiceless. From building programs that support children with special needs to advocating for returning citizens, from championing disability rights to launching food access and housing stabilization efforts—his impact has touched thousands of lives in Ward 8 and across the District.

But this election is not about the past. It’s about the urgency of now.

Ward 8 needs schools that thrive, not just survive. We need streets that are safe—not just policed. We need services that meet families where they are, not systems that leave them behind. Oliver isn’t just aware of these problems—he’s already working to solve them. His “We Must Do Better” initiative boldly targets crime reduction, housing access, youth empowerment, senior support, and economic revitalization in a way that’s both visionary and actionable.

Oliver is not a career politician. He’s a lifelong advocate. A servant-leader who listens. A man of faith and action who shows up—consistently—for families, schools, seniors, and youth. He’s the bridge between government and the people, between policy and the pain residents feel.

Ward 8 doesn’t need another promise. We need a fighter. A healer. A builder.

And that is Oliver Linner Roy.

Now is the time to elect someone who knows Ward 8, loves Ward 8, and will fight relentlessly for Ward 8. Because for Oliver, this campaign isn’t about politics—it’s about purpose.
